What Lindung 24 Jam Covers

The Coverage Gap Lindung 24 Jam Closes

Most employees assume PERKESO protects them around the clock. It never did. For decades, coverage ended at the workplace and the journey to and from it, which left the larger part of the day, along with every rest day and public holiday, outside any social security protection. Lindung 24 Jam coverage exists to close that gap, and knowing exactly what it includes is the difference between an employee who values the protection and one who treats it as another deduction on the payslip.

The scheme, formally the Skim Kemalangan Bukan Bencana Kerja, was introduced under the Employees’ Social Security Act 1969 to extend PERKESO protection to accidents that happen outside working hours and are unrelated to the job, anywhere in Malaysia. It does not replace the long-standing Employment Injury Scheme. The two run side by side, giving an employee protection whether the accident happens on the job or off it.

How to Tell What Lindung 24 Jam Coverage Includes

The scheme is defined by a principle, not a fixed list, which makes it easy to apply to any situation. An accident is covered under Lindung 24 Jam when all three conditions are true: it happened in Malaysia, it happened outside working hours, and it is an accident rather than an illness. Accidents tied to work stay under the Employment Injury Scheme, while accidents in an employee’s own time fall under Lindung 24 Jam. Set out by situation, the boundary looks like this:

SituationCovered underExamples (scenario)
Work accidentEmployment Injury SchemeInjured operating machinery on the shop floor
Commuting accidentEmployment Injury SchemeA road accident on the usual route between home and work
At homeLindung 24 JamA fall from a ladder, a kitchen injury, an electric shock during repairs
Personal road travelLindung 24 JamA car or motorcycle accident on a hometown or leisure trip
Sport and recreationLindung 24 JamA football, cycling, hiking, or gym injury
Daily errands and public placesLindung 24 JamA slip at a shopping mall, wet market, or restaurant while off duty
Religious and cultural activityLindung 24 JamAn accident at a mosque, temple, or church, or during a religious observance
Social and community occasionsLindung 24 JamAn injury at a wedding, feast, or family gathering

These are examples, not a closed list. Any accident that meets the three conditions is covered, whatever the setting, and the protection applies on rest days and public holidays as long as the employee is contributing that month.

The Benefits an Injured Employee Can Claim

Coverage matters only if the benefits behind it are real, and Lindung 24 Jam carries the full weight of PERKESO’s benefit structure rather than a reduced version of it. A covered employee can receive medical treatment at a PERKESO panel clinic or government hospital, temporary disablement benefit during certified sick leave, and permanent disablement benefit where the injury has a lasting effect. Where the injury leaves a person needing constant care, a constant-attendance allowance of RM500 a month applies.

Physical and vocational rehabilitation, including Return to Work support, helps an employee recover and return to earning. If a covered accident is fatal, dependants’ benefit and a funeral benefit of RM3,000 support the family, and an education benefit is available to help a dependent child continue their studies. These are the same entitlements long available for workplace injuries, now applied to the part of life that was previously excluded.

What Lindung 24 Jam Does Not Cover

The exclusions are the part PERKESO defines precisely, so this is the hard boundary of the scheme. A claim will not hold in these situations, either because the accident belongs to another scheme or because it falls outside the scope entirely:

SituationCovered underExample (scenario)

Who Is Covered, and How

Coverage is automatic for employees already registered under Act 4, with no upper age limit as long as the person remains employed. The contribution is fully borne by the employee and starts at 0.75% of wages on the standard PERKESO salary bands, with the employer’s existing rate unchanged. Participation is mandatory for foreign workers and voluntary for Malaysian employees, which means the decision to keep or drop the coverage now sits with the individual.

That voluntary status is why clear communication matters, and the place an employee actually meets this scheme is the payslip. When the contribution is deducted correctly and shown as its own identified line, an employee can see the protection they are paying for. TimeTec Payroll manages statutory contributions as separate configurable components per employee, so the scheme runs as mandatory for foreign workers, switches off cleanly for local employees who have opted out, and appears clearly on the payslip rather than as an unexplained deduction.

Protection That Finally Follows the Worker Home

For the first time, Malaysian social security recognizes that a worker’s exposure to harm does not stop at the office door or the factory gate. For Malaysian employees, contributing is now a personal choice rather than an obligation, and it is a choice best made knowing exactly what the coverage protects. The workplace was never where most accidents happened. It was only ever the one place a worker was already covered.
