Budget 2027 landed on 9 October with the usual flood of numbers. For HR and payroll, only a handful actually change what you do, but the ones that do are worth setting up for now rather than in the week they take effect. None of them waits for you to be ready, and the companies that feel the strain are rarely the ones facing the change. They are the ones whose payroll treats every statutory shift as a rebuild instead of a setting.<\/span><\/p>\n\n\n\n

Here are the three that reach HR directly, plus the ones worth knowing without losing sleep over.<\/p>\n\n\n\n

1. The Minimum Wage Rises to RM2,000<\/h2>\n\n\n\n

The minimum wage will rise from RM1,700 to RM2,000 a month from June 2027 for employers covered by the measure, with more than four million workers expected to benefit. For employers near the current floor, this is not just a line item. For employees whose ordinary rate of pay increases and who are eligible for statutory overtime, the adjustment can also affect overtime calculations, and a higher base narrows the gap between entry-level and supervisory pay that many structures rely on.<\/p>\n<\/div><\/div>\n\n\n\n

MSMEs with annual sales below RM50 million are exempted from the RM2,000 rate under the Budget 2027 announcement, to give them room to adjust their business models. Employers should still watch for the detailed implementation mechanism or Minimum Wages Order from KESUMA before June 2027.<\/p>\n\n\n\n

2. Salary Tax Deductions Will Depend on How You Pay<\/h2>\n\n\n\n

This is the quietest change and the one most likely to catch payroll off guard. Budget 2027 proposes that companies other than MSMEs will only be able to claim a tax deduction for salary expenses where wages are paid through financial institutions or approved cashless channels. The measure is intended to strengthen payroll traceability and curb the employment of undocumented foreign workers. If implemented as announced, salary payments made outside the prescribed channels would not qualify for the deduction.<\/p>\n\n\n\n

The practical effect lands on process. If any part of your payroll still runs outside the prescribed payment channels, the cost of leaving it there could include the loss of the salary tax deduction if the proposal is implemented as announced. Moving every employee onto a traceable, bank-based pay run stops being good hygiene and becomes a tax question.<\/p>\n\n\n\n

3. Automatic EPF Registration at 18<\/h2>\n\n\n\n

Budget 2027 provides for Malaysian citizens to be registered automatically as EPF members when they turn 18. For HR, this should simplify part of the onboarding process for younger and first-time employees, as they may already have an EPF membership before entering formal employment.<\/p>\n<\/div>

The change does not mean contributions automatically begin at 18. Employers will still need to ensure the required contributions are made once an employee enters employment and becomes liable to contribute.<\/p>\n\n\n\n

Other Workforce Measures<\/h2>\n\n\n\n

For employers of gig and platform workers, Budget 2027 brings a set of matching incentives. SOCSO contributions for e-hailing and p-hailing workers attract a 35% matching incentive, rising to 50% where platform companies also contribute, and a 70% match extends to more than 200,000 self-employed people across 17 sectors where coverage is not mandatory. Through i-Saraan Plus, eligible e-hailing and p-hailing drivers receive 20% EPF matching, subject to RM600 a year and RM6,000 over a lifetime. Separately, the Gig Workers\u2019 Consultative Council is working on a minimum income rate, an income formula and a minimum social-protection standard, expected to be finalised in early 2027. <\/p>\n\n\n\n

One widely shared Budget 2027 headline is worth clearing up, because it does not apply to private employers in the way it sounds. The increase to 490 days of maternity leave refers to the total entitlement over a civil servant\u2019s career, with up to 98 days for each childbirth, and it is a public-sector measure. Under the Employment Act 1955, the statutory maternity-leave entitlement remains 98 days per confinement for employees covered by the Act.<\/p>\n\n\n\n

Why Some Employers Will Barely Notice<\/h2>\n\n\n\n

None of these changes is difficult in isolation. What makes a budget season painful is handling several statutory changes at once on a payroll system that treats each one as a special project, a new wage floor hard-coded here, a payment-channel rule bolted on there, an enrolment status tracked in a spreadsheet somewhere else.<\/p>\n\n\n\n

The employers who absorb these changes more smoothly are the ones whose payroll and employee records are already organised around configurable statutory requirements.
