For the parking operator and building owner, however, another process continues behind the scenes: ensuring that the payment is recorded, submitted, settled and correctly reflected in the accounts.

In a cashless parking environment accepting bank cards and Touch ’n Go cards, this process deserves as much attention as the payment experience itself. A successful payment at the exit does not, by itself, prove that the corresponding funds have reached the owner’s bank account.

Settlement moves the money. Reconciliation verifies that the money received matches the transactions recorded and the deductions agreed.

1. Payment Begins at the Parking Site

The parking management system (PMS) calculates the fee based on the parking session, applicable rates, discounts and validations. The motorist then pays at an exit terminal, an autopay machine or another supported payment point.

Although bank cards and Touch ’n Go cards may both involve a simple tap, their underlying payment processes differ.

Bank cards

For a typical online bank-card transaction, the terminal sends an authorization request through the acquiring bank or payment processor and the relevant payment network to the cardholder’s issuing bank.

The issuer approves or declines the request. Depending on the card and processing arrangement, approval may create an authorization hold or result in a debit. Authorization and final settlement are separate stages. Visa’s documentation, for example, distinguishes approval from the subsequent capture needed to initiate clearing and settlement.

Malaysian debit-card payments may also use MyDebit, for which PayNet provides switching, clearing and settlement functions. Operators should therefore avoid assuming that every bank-card transaction follows the same network or reporting route.

Touch ’n Go cards

For a conventional stored-value Touch ’n Go card payment, the parking fee is deducted from the card’s available balance. This does not follow the same issuing-bank authorization and card-scheme settlement route as a Visa or Mastercard transaction.

There is also an important distinction within Touch ’n Go payments. At PayDirect-enabled parking sites, motorists can tap their physical Touch ’n Go card while the fee is deducted from their linked eWallet. Touch ’n Go’s published guidance provides for deduction from the card balance when the eWallet has insufficient funds, subject to the applicable service conditions.

For reconciliation, the payment instrument presented and the actual source of funds should therefore be identified wherever the provider’s reports make this information available.

2. Transaction Records Are Captured and Submitted

After payment, the parking system and payment equipment must retain enough information to trace the collection. Useful records include:

Site, lane and terminal identifiers.

Parking session or ticket reference.

Transaction date, time and amount.

Payment channel and provider reference.

Payment status, reversal status and submission status.

Bank-card transactions may be captured and submitted through an end-of-day batch or an automated processing arrangement. Touch ’n Go transaction records must similarly be transmitted through the applicable collection infrastructure for processing and settlement.

The exact submission mechanism depends on the installed system and provider arrangement. A manual batch close should not be assumed to apply to every payment channel.

For parking operators, the practical control is straightforward: confirm that every successful collection is represented in the records submitted to the payment provider.

A device or communications failure can create a gap between what the parking system records and what the provider receives. Where a system supports delayed transmission, operators must also track outstanding records until submission is confirmed.

3. Providers Process the Transactions and Calculate Settlement

For bank cards, clearing and settlement take place through the applicable acquiring and payment-network arrangements. For Touch ’n Go stored-value collections, settlement follows the relevant Touch ’n Go merchant or intermediary arrangement.

The operator’s expected payout depends on the commercial agreement. A simplified calculation is:

Expected net payout = Gross eligible collections − MDR and agreed fees − Refunds − Applicable dispute deductions ± Other documented adjustments

Merchant Discount Rate (MDR) is particularly important because gross parking collections and net bank receipts may legitimately differ.

Operators should reconcile against the fees actually agreed for each value-added service. Interchange and network fees should not automatically be deducted again from the merchant’s expected payout if they are already incorporated into the contracted MDR.

Some arrangements settle collections net of fees; others may invoice certain charges separately. The reconciliation must reflect the actual contract.

4. Funds Reach the Designated Bank Account

The acquiring bank, payment provider or appointed service provider then remits the funds to the designated recipient.

In parking, that recipient may be the building owner rather than the company operating the car park. Where a service provider is involved, there may also be an additional stage between provider settlement and the final payout to the owner.

This means operators should distinguish between:

Funds settled by a payment provider to a service provider.

Funds subsequently paid by the service provider to the owner.

Amounts still outstanding at either stage.

Settlement timing depends on the channel, cut-off, agreement, weekends and public holidays. A payment collected today should not automatically be expected in today’s bank statement.

Each payout should have a supporting statement identifying the sites, channels, collection periods, deductions and adjustments it covers.

5. Perform Three-Way Reconciliation

A reliable parking reconciliation compares three independent records:

Record

What it establishes

PMS collection records

What the parking system recorded as collected

Payment-provider transaction and settlement reports

What the provider recorded, processed and included in settlement

Recipient’s bank statement

What money actually reached the bank account

The checks should happen in sequence.

First, match PMS collections to provider transaction records. This identifies missing transactions, duplicates, amount differences and inconsistent payment statuses.

Next, match the provider’s transactions to its settlement report. This establishes which payments were settled, which remain pending and what deductions were applied.

Finally, match the expected net payout to the actual bank deposit.

Daily totals are useful, but transaction-level matching is stronger. Two unrelated errors can offset each other and leave a daily total apparently correct.

For example, one missing RM10 transaction and one duplicated RM10 transaction produce no net difference—yet both still require investigation.

6. Investigate Differences Before Closing the Accounts

A variance is an exception to explain, not immediate proof of lost revenue.

Reconciling item

Parking example

Appropriate check

MDR and fees

The bank deposit is below gross PMS collections

Verify the contractual rate and fee calculation

Cut-off differences

Late-night collections appear in a later settlement

Match transaction and settlement periods

Weekends and holidays

Several collection days appear in one payout

Check the agreed settlement calendar

Missing submissions

PMS records a payment absent from the provider’s report

Trace device, transmission and provider logs

Duplicate collections

One parking session has two payment records

Verify both charges and track the corrective action

Refunds and reversals

A correction reduces a later payout

Link the adjustment to the original transaction

Bank-card disputes

A disputed payment is deducted or withheld

Check the dispute reference and supporting evidence

Channel or merchant splits

One site’s collections arrive in several deposits

Match each channel, merchant ID and payout reference

Service Provider payout differences

Provider settlement is recorded, but the owner has not received the full amount

Reconcile the onward payout separately

Bank-card chargebacks should also be distinguished from Touch ’n Go card refund or adjustment procedures. These are different payment arrangements, and their dispute processes should be checked with the relevant provider.

Every unresolved exception should have a reference, an amount, a responsible party and a follow-up status. An explanation alone does not close the matter: the correction, refund or outstanding payout must also be verified.

7. Complete the Accounting Trail

Once reconciled, the accounts should distinguish gross revenue, payment fees, refunds, cash received and collections awaiting settlement.

For example, assume a site records RM10,000 in eligible collections, with RM180 in agreed fees and no other adjustments. The expected net payout is RM9,820.

If RM9,820 reaches the bank, the collection is fully explained. If only RM9,700 arrives, the remaining RM120 needs a documented reason.

Where gross revenue and the amount receivable from the payment provider have already been recorded, the settlement entry generally clears that receivable against cash received and applicable fees. Revenue should not be recorded a second time when the payout arrives.

Why Parking Requires Stronger Controls

Parking adds operational complexity to payment reconciliation. Sites may operate around the clock, use multiple lanes and terminals, accept several payment channels and settle funds to different owners.

A barrier opening confirms an operational event. It does not independently establish the completeness of the financial settlement.

Operators should also keep successful collections separate from calculated parking charges, complimentary exits, validations and unpaid or manually released sessions. Otherwise, a payment reconciliation can become confused with a broader parking-revenue investigation.

As the number of sites grows, manual spreadsheet matching becomes harder to manage. An effective settlement platform should consolidate records while preserving the ability to trace each payout back to its underlying transactions. It should apply contractual fees, monitor expected settlement dates and highlight exceptions for follow-up.

The financial lifecycle of a parking payment is complete when the collection, provider records, bank receipt and accounting entries all agree.

Cashless parking makes payment easier for motorists. Disciplined settlement and reconciliation make those collections dependable for operators and building owners.

03-8070 9933 | Email | www.timeteccloud.com | Interest Form

When a motorist pays and the parking barrier opens, the transaction appears complete.
