The HR team handed her the standard new-hire pack: employment contract, EPF nomination, SOCSO registration, bank details for salary, a few internal forms. Nothing in the pack asked about the income she had already earned from her previous employer in the first six months of the year. Aisyah signed everything she was given, started work, and watched her monthly PCB deduction settle into a number that looked reasonable on her payslip.<\/p>\n\n\n\n<p>In February of the following year, when she logged into MyTax to file her annual return, the system showed a tax bill of RM3,800 still owing. Her monthly PCB had been calculated as if she had earned nothing from January to June, when in fact she had earned a full half year&#8217;s salary at her previous job. Six months of under-deducted PCB had quietly accumulated, and the bill landed at year-end.<\/p>\n\n\n\n<p>The form that would have prevented this is <strong>Form TP3<\/strong>, and most Malaysian new joiners have never heard of it.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Form TP3 Actually Does<\/h2>\n\n\n\n<p>Form TP3 is the document a new joiner submits to their new employer, declaring income earned and PCB already deducted at their previous employer within the same tax year. It operates under the Income Tax (Deduction from Remuneration) Rules 1994, the same rules that authorise the monthly PCB system.<\/p>\n\n\n\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile\" style=\"grid-template-columns:auto 40%\"><div class=\"wp-block-media-text__content\">\n<p>When the new employer receives a completed TP3, the payroll team uses the figures to calculate the new joiner&#8217;s PCB on a <strong>year-to-date basis<\/strong>, not a fresh-start basis. It captures the previous employer&#8217;s name, the period of employment, total income paid, EPF deducted, PCB deducted, and any approved deductions. It is meant to be submitted by the new employee in their first month at the new company, supported by the previous employer&#8217;s pay records or EA form if available.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Happens When TP3 Is Not Submitted<\/h2>\n\n\n\n<p>The new employer&#8217;s payroll system has no choice but to treat the new joiner as if they were starting their tax year from zero. PCB is calculated against the projected annual income from the joining month forward, which is a fraction of the employee&#8217;s actual annual income.<\/p>\n\n\n\n<p>This always under-deducts. Often significantly. An employee who switched jobs in July at a similar salary will have earned roughly twice the income the new employer&#8217;s payroll system thinks they have. The PCB tables and brackets the new employer applies are for a lower income range, and the monthly deduction is smaller than it should be.<\/p>\n\n\n\n<p>The shortfall accumulates silently across the remaining months of the year. By the time Form EA is generated in February of the following year, the gap surfaces. The employee&#8217;s annual tax computation finds the actual total income (across both employers), applies the correct tax bracket, and arrives at a final tax liability that is higher than the sum of all the monthly PCB deductions. The difference is the tax bill the employee discovers on MyTax.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Both Sides Miss It<\/h2>\n\n\n\n<p>For employees, TP3 sits in a knowledge gap that most onboarding processes do not close. New hires receive forms about the new job (contract, statutory registrations, bank details) and forms about the old job&#8217;s exit (resignation letter, exit interview). The form that connects the two, from a tax perspective, is rarely volunteered by either side. The previous employer&#8217;s HR team has already issued the leaver paperwork; the new employer&#8217;s HR team is focused on getting the new hire set up to receive their first salary. TP3 lives between the two and gets missed by both.<\/p>\n\n\n\n<p>For employers, the missing TP3 is not a compliance breach. The new employer is allowed to calculate PCB without the previous employer&#8217;s data; the under-deduction becomes the employee&#8217;s own problem at year-end. The system works without TP3. It just works at a cost the employee absorbs alone.<\/p>\n\n\n\n<p>This is why most companies have never updated their onboarding pack to include a TP3 request, and most employees have never been asked for one.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where a Connected Payroll System Closes the Gap<\/h2>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:43% auto\"><figure class=\"wp-block-media-text__media\"><img loading=\"lazy\" decoding=\"async\" width=\"900\" height=\"741\" src=\"https:\/\/www.timeteccloud.com\/blog\/wp-content\/uploads\/2026\/05\/web-ui-payroll.png\" alt=\"\" class=\"wp-image-4717 size-full\" srcset=\"https:\/\/www.timeteccloud.com\/blog\/wp-content\/uploads\/2026\/05\/web-ui-payroll.png 900w, https:\/\/www.timeteccloud.com\/blog\/wp-content\/uploads\/2026\/05\/web-ui-payroll-300x247.png 300w, https:\/\/www.timeteccloud.com\/blog\/wp-content\/uploads\/2026\/05\/web-ui-payroll-768x632.png 768w\" sizes=\"(max-width: 900px) 100vw, 900px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p><a href=\"https:\/\/timeteccloud.com\/payroll\/\" target=\"_blank\" rel=\"noreferrer noopener\">TimeTec Payroll<\/a> handles PCB calculation per employee with statutory data drawn from the employee Profile. With the TP3 information captured at onboarding, the new joiner&#8217;s monthly PCB can be calculated against the correct year-to-date position rather than starting fresh from the joining month. The onboarding pack is where this catches the gap, not the payroll cycle that comes after.<\/p>\n\n\n\n<p>For the company, this is the same payroll cycle. For the new joiner, it is the difference between a monthly take-home that under-deducts now and over-corrects later, versus a monthly take-home that already reflects the right tax position from the first payslip.<\/p>\n<\/div><\/div>\n\n\n\n<p>The configuration is the easy part. The harder part is HR remembering to ask for the TP3 at all, which means putting it into the standard onboarding checklist alongside EPF nomination and bank details, rather than treating it as an optional document only the well-informed employee submits.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A Form Worth Adding to Your Onboarding Pack<\/h2>\n\n\n\n<p>Every Malaysian company runs an onboarding checklist. Adding TP3 to the checklist is one of the cheapest improvements HR can make to the new hire experience. It costs no extra system, no extra process, no extra cost. It moves a year-end tax surprise out of the new joiner&#8217;s life and into the system that should have caught it in the first place.<\/p>\n\n\n\n<p>The new joiner who arrives in July is not a partial-year employee from the tax system&#8217;s perspective. They are a full-year employee with income at two employers.
