The HR manager who knows how the payroll Excel file works. Who remembers which employee has a special OT arrangement. Who knows that the EPF submission needs a manual adjustment for three staff members because of a configuration workaround from 2019. They are the HR system. The spreadsheets, the formulas, the workarounds, the verbal agreements, the filing logic, the submission sequence, the exceptions that were never documented because there was no system to document them in. All of it lives in their head, their laptop, and their habits.<\/p>\n<\/div><\/div>\n\n\n\n<p>When this person resigns, the company does not just lose a staff member. It loses the process.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Cannot Be Reconstructed<\/h2>\n\n\n\n<p>The replacement HR manager arrives, sits down, and opens the laptop. What they find is a collection of Excel files with names that only make sense to the person who created them. Formulas that reference cells in other workbooks that may or may not still exist. Macros that nobody wrote documentation for. A leave tracker with manual overrides highlighted in yellow, but no notes explaining why.<\/p>\n\n\n\n<p>The payroll file is worse. Statutory contribution calculations for EPF, SOCSO, and EIS have been adjusted by hand for specific employees. The adjustments were correct at the time, but the reason for each one is gone. The new HR manager does not know whether to keep the adjustment or remove it. Keeping it, risks perpetuating an error. Removing it, risks creating one.<\/p>\n\n\n\n<p>Then there are the verbal agreements. An employee was promised a different OT rate during hiring. Another was given an informal arrangement to start late on Fridays. A third has a leave entitlement that differs from the standard policy because of a negotiation that happened two years ago. None of these exist in writing. The employees remember them. The company&#8217;s records do not.<\/p>\n\n\n\n<p>The statutory submissions are another layer. The previous HR manager knew that KWSP rejects the file if a specific field is formatted a certain way, so they manually edited it before uploading every month. The new manager submits the file as-is. It gets rejected. They do not know why. The rework takes a week, and the deadline has already passed.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Problem Is Not the Person<\/h2>\n\n\n\n<p>It is tempting to frame this as a hiring problem. Find a better replacement. Ensure proper handover. Require documentation before the resignation is processed.<\/p>\n\n\n\n<div class=\"wp-block-media-text has-media-on-the-right is-stacked-on-mobile\" style=\"grid-template-columns:auto 40%\"><div class=\"wp-block-media-text__content\">\n<p>But the handover is not the real issue. The real issue is that there was never a system to hand over. What the previous HR manager built was not a process. It was a personal workflow disguised as a company function. The spreadsheets were not a system. No transition period can replicate the muscle memory of knowing which statutory submission needs a manual format fix. The knowledge is not transferable because the medium in which it lives was never designed to be shared.<\/p>\n\n\n\n<p>This is what separates a person-dependent HR operation from a system-dependent one. When the system owns the rules, the rules survive the person. When the person owns the rules, the rules leave when they do.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Where the Compounding Starts<\/h2>\n\n\n\n<p>The damage does not surface on day one. The new HR manager finds workarounds of their own. They rebuild the spreadsheets in their own style. They create new formulas. They establish new habits. Within six months, the operation looks stable again.<\/p>\n\n\n\n<p>But the underlying problem has not been fixed. It has been transferred. The company now has a new person-dependent system, built by a different person, with a different logic, and no more documentation than the last one. The cycle resets. The next resignation will produce the same crisis.<\/p>\n\n\n\n<p>Meanwhile, every month that passes adds more data, more exceptions, more workarounds, and more institutional knowledge trapped in one person&#8217;s head. When the rules live in a spreadsheet that one person maintains, the shift calendar is not a system component. It is a personal artifact.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What a System-Dependent Operation Looks Like<\/h2>\n\n\n\n<p>The fix is architectural, not procedural. OT rules are defined in the attendance module, not remembered by the HR manager. Statutory contributions follow the rates and ceilings configured in payroll, not manually adjusted per employee. Employee records live in a single profile that every module reads from, not scattered across offer letters and Excel files.<\/p>\n<\/div><\/div>\n\n\n\n<p>When the HR manager resigns, the replacement logs in and sees the same rules, the same configurations, the same audit trail. The system does not change because the person changed. The transition becomes an onboarding task, not a reconstruction project.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Test Every Company Should Run<\/h2>\n\n\n\n<p>There is a simple way to know whether your HR operation is person-dependent or system-dependent. Ask one question: if your HR manager resigned today with two weeks&#8217; notice, could someone else run payroll next month without calling them?<\/p>\n\n\n\n<p>If the answer is no, the company does not have an HR system. It has an HR person. And every month that passes without fixing that makes the eventual fix harder.<\/p>\n\n\n\n<p>The system should outlast the person who set it up. That is not a feature.
